History of the "Sh. Kaldayakov Regional Philharmonic Society".
A LEGENDARY CULTURAL INSTITUTION WITH MORE THAN
60 YEARS OF HISTORY
Culture is the strength of a nation, the uninterrupted spiritual essence passed down through generations. There is a saying in folk wisdom: “Art is the soul of a nation.” A civilized nation is primarily recognized and valued through its history, art, and contribution to the golden treasury of world culture.

It was founded to enhance the cultural and spiritual wealth of the region’s residents and to develop the musical enlightenment of talented artists. However, the history of its formation is full of challenges and transformations.
Early Years and Development
In 1963, it was established as the South Kazakhstan Regional State Philharmonic. However, over time, it faced difficulties in keeping up with modern demands, leading to its closure and subsequent reopening. In 1964, the institution was officially named the South Kazakhstan Regional State Philharmonic and functioned as a concert organization.
During this period, many artistic groups were formed within the philharmonic, and among them was the famous composer Shamshi Kaldayakov, who established the “Shalkyma” Folklore and Ethnographic Ensemble.
Naming After Shamshi Kaldayakov
In 1996, with the approval of the Government of Kazakhstan, the Ministry of Culture, and the State Onomastic Commission, the institution was named after Shamshi Kaldayakov. Known as the “Father of Kazakh Waltz,” Shamshi Kaldayakov composed nearly 300 songs, many of which became the heart and soul of the Kazakh people.
Structural Changes
2003 – The philharmonic was dissolved and transformed into the “Concert Association” under the South Kazakhstan Regional Administration, leading to the removal of Shamshi Kaldayakov’s name from the institution.
2006 – The “Concert Association” was abolished, and the institution was renamed the “Regional Philharmonic” by a resolution of the regional administration.
2007 – The “Regional Philharmonic” and “Ontustik Concert” were integrated, once again forming a single philharmonic organization.
2007 – Due to the demolition of the historic building, the philharmonic temporarily operated in a rented space belonging to the “Elastic” company.
2008 – Employees launched an initiative to restore Shamshi Kaldayakov’s name to the institution.
2009 – Public support for honoring Shamshi Kaldayakov led to various events advocating for the restoration of his name. Thanks to the efforts of the renowned artist and composer Nysan Tolegenov, who had received Shamshi’s blessing, the institution was once again recognized under the legendary composer’s name.
Modern Development
On March 19, 2010, the new building of the philharmonic was officially inaugurated by President Nursultan Nazarbayev.
On July 1, 2014, by resolution No. 207 of the South Kazakhstan Regional Administration, the institution was officially named the “Shamshi Kaldayakov Regional Philharmonic.”
President Kassym-Jomart Tokayev has emphasized that “Culture and art are crucial aspects of national identity. Art is the soul of a nation, and culture is its spiritual image.” This principle guides the institution as it continues to grow and contribute to the development of Kazakh culture.
Today, the Shamshi Kaldayakov Regional Philharmonic remains a vibrant hub of art, where talented artists bring a new energy to Kazakh music. The institution houses the “Sugir” Kazakh Traditional Orchestra (a laureate of the “Zhubanov Melodies” competition with a 22-year history), the “Tumar” Folklore Ensemble, the Russian Folk Ensemble, and esteemed artists, including:

The ShamshiKaldayakov Regional Philharmonic regularly hosts concerts, bringing joy to audiences with high-quality performances. Every show is the result of dedicated effort and artistic passion. The main concert hall accommodates 386 spectators, offering an intimate setting for enjoying live performances.
Achievements in 2024
Since April 2024, the Philharmonic has organized 197 events, attracting 90,200 spectators:
14 charity events, attended by 1,880 people
163 regional events, attended by 81,295 people
20 paid concerts, attended by 7,025 people
6 international events, including:
